  • Closure either side of the railway crossing – 7th to 8th July between 23:00 – 06:00

    NORFOLK COUNTY COUNCIL proposes to make a Temporary Traffic Order affecting the C184 Low Road 10m either side of the railway crossing in the PARISHES OF KESWICK AND INTWOOD because of track maintenance works.

    The road will be temporarily closed (except for access) 23:00 on 7th to 06:00 on 8th July 2021 for the duration of the works expected to be about 7 hours within the period.

    Alternative route is via: Low Road, Mulbarton Road, Ipswich Road, Daniels Road, Newmarket Road, Eaton Street, Newmarket Road, Keswick Road (Cringleford, Keswick and Intwood)

    (If necessary the restriction could run for a maximum period of 18 months from the date of the Order).

    Penalty: £1000 maximum fine on conviction and/or endorsement for contravention.

    In the event of the start date being delayed the new start date will be displayed on site in advance.

    New Number Launched to Report Flooding in Norfolk

    A new single point of contact for flooding in Norfolk has been launched, allowing residents to report any sort of flooding quickly and efficiently.

    In the event of flooding residents can call 0344 800 8013 to report it.

    Alternatively, residents can continue to report flooding online via www.norfolk.gov.uk/flooding

    The new number gives residents a single point of contact and allows reports to be made swiftly.

    Different agencies respond to different types of flooding, which has historically made reporting a flood by telephone more complicated when and where it is not possible to ascertain the source of floodwaters. The new number provides a single point of contact making the reporting of flooding quicker and easier.

    Where there is a potential risk to life from flooding people should still call 999 immediately.

    Lord Richard Dannatt, Chair of the Norfolk Strategic Flooding Alliance (NSFA), said: “When flooding hits, people have to make quick decisions on how to react. For those who want to alert others and report a flood, the process of finding the right agency could be slow and frustrating, wasting valuable time. This new initiative makes reporting a flood faster and easier, allowing residents to get on with protecting their families and property.

    “The introduction of this number is the result of the work of the NSFA over the past few months, and is the first step in the Alliance’s programme of work to address the risks of flooding in Norfolk and will make dealing with flooding in our county simpler and easier for the people of Norfolk.”

    A leaflet detailing the new number, including a pop-out-and-keep card, is being delivered to households across Norfolk this week to ensure everyone knows how to report flooding in the county.

    The new number has been set up by the Norfolk Strategic Flooding Alliance, a partnership of agencies across Norfolk working to provide a consistent and coordinated response to flooding in the county, while also making communities and infrastructure are safer and more resilient. The number is staffed by Norfolk County Council officers and funded by the County Council.

    Cllr Andrew Proctor, Leader of Norfolk County Council, the county’s Lead Flooding Authority, said: “Last winter saw heavy rainfall and flooding across our county. People affected were trying to report flooding and get some help with some residents using phone numbers 15 years old or more. That can’t happen again. In an emergency we need to be able to know where people need help and make it easier for them to report incidences of flooding. By introducing this new number and sharing it far and wide, including to every home in Norfolk, we’re making sure everyone knows how to make a report quickly and easily.”

    As part of its ongoing programme of work, he NSFA has identified sixteen sites across Norfolk that are regularly at risk of flooding. These sites will form the first tranche of locations that the NSFA will inspect with a view to proposing how to minimise or mitigate local flooding risk. The work carried out on this first tranche will inform work across Norfolk in the coming years.

    • Ferry Road, Horning
    • A1101, Welney Wash
    • Necton
    • Burnham Market and North and South Creake
    • Tunstead
    • A140, Long Stratton
    • Norwich Road, Strumpshaw
    • Gayton
    • Watton/Saham Toney
    • Mattishall
    • A143 Redenhall
    • Yaxham
    • Kenninghall
    • Cranworth
    • Newport Rd/Yarmouth Rd, Hemsby

    Each site will see work led by a Lead Agency – Norfolk County Council or Anglian Water, depending on the site – to develop an outline, costed solution that will form the basis of any necessary future funding bids. While flood risk at many of these sites will not prove easy or quick to resolve this work will provide the blueprint for addressing other flood sites across the county.

    The NSFA is finalising a Strategy and an Action Plan, to ensure the partnership working between its members continues for the longer term, providing a consistent and recognised forum for responding to flooding in the future.

  • UPDATE: A11 between Thetford and Attleborough: resurfacing

    Thursday 10th June 2021

    The following update has been received from Highways England:

    We have closely liaised with the local authority to agree the most suitable diversion routes for the current and final phase, as detailed below, subject to weather conditions:

    • Phase 5a: A11 closure Snetterton junction to Attleborough, between now and Saturday 12 June, between the hours of 8pm and 6am.
    • Phase 5b: A11 closure between A1075 roundabout at Thetford to Snetterton junction, starting Monday 14 June to Saturday 26 June, between the hours of 8pm and 6am, excluding Sunday’s.

    Southbound traffic will be diverted from Thetford via the A1066, joining the A140 at Scole to A47/Norwich Southern Bypass to Thickthorn junction, then south on A11 to Attleborough

     

    Southbound traffic for HGV’s and vehicles over 4.7 metres/15.6ft will be diverted from Thickthorn Junction via the A47/Norwich Southern Bypass and follow the A140, the A143 before joining the A14 at junction 38.

    Chance to help shape Norwich cycling and walking route plans

    To help encourage more people to cycle and walk in and around Norwich eight existing active travel routes have been earmarked for improvements. The ambition is to make better links for people to reach the places where they live, work and study, by bike and on foot.

    People are being asked for their thoughts on the proposals developed by Norfolk County Council, Broadland District Council, South Norfolk Council and Norwich City Council.

    Matt Hayward, lead project officer said: “Our proposals are still at an early stage so any feedback is crucial in helping to shape this important project. We want to know what you think will work, and what could help people to cycle and walk more.

    “We’ve already seen a 40% growth in the number of people cycling and an 18% increase in the number of people walking as a mode of transport over the last 10 years in Norwich. Our plan is to build on that so please do take a look at our ideas to improve these key routes and let us know what you think.

    “Enabling more people to access the Greater Norwich cycling and walking network will help cut congestion, improve air quality and help combat climate change. Which are all in addition to the health and wellbeing benefits gained through regular exercise.”

    The eight routes, known locally as Pedalways, could see a range of improvements over the coming years including redesigned junctions to help walkers and cyclists to use them more easily, new and improved cycle lanes and footpaths, improved cycle parking, and new bridges.

    People will also be able to give their views on plans to improve two walking zones; one in the historic city centre, and another in the area around the UEA, hospital and research park.

    The feedback will be used to help shape and prioritise the initial plans, and the views given will also help to support applications for future funding.

    The plans are a result of work to create a Local Cycling and Walking Infrastructure Plan for Greater Norwich, which supports the Government’s ambition to make cycling and walking the natural choices for making short journeys in towns and cities.

    The work will support other projects across the city such as the Beryl Bikes, proposed infrastructure improvements through the Department for Transport’s Transforming Cities and Active Travel Fund’s and behaviour change initiatives such as Pushing Ahead and AtoBetter.

    Initially funding for a number of the proposals could come from the Transforming Cities Programme, the Town Fund Scheme or the most recent Active Travel Fund announced by the Government. Having a range of schemes that have been developed alongside local people means that the council is in the best possible position to bid for and secure funding when it becomes available.

    Research has shown that switching more journeys to cycling and walking will improve health, quality of life, and benefit the environment and local productivity. Walking or cycling regularly can help to prevent and manage illnesses such as some cancers, heart disease, type 2 diabetes and depression.

    The proposed improvements to the active travel routes for Greater Norwich include:

    • An extension to the Yellow Pedalway to connect Horsford and Harford with the city centre.
    • Safety and access improvements to the Blue Pedalway which connects Wymondham and Sprowston to the city centre.
    • Route improvements to the Red Pedalway between the city centre and Thorpe Marriott and a new link to Whitlingham.
    • An extension to the Green Pedalway to connect with Easton and network improvements between Rackheath and the city centre
    • The Pink Pedalway would be extended to connect Hethersett and Wroxham to the city centre
    • New network links for the Brown Pedalway to connect Drayton and Poringland to the city centre
    • Improvements to the Orange & Purple Pedalways which link the Pedalways together.

  • Annual Parish Meeting – rescheduled for Wednesday 26th May 2021

    The Annual Parish Meeting and the Annual Meeting of the Parish Council have been rescheduled and will now take place on Wednesday 26th May 2021 at 7.00pm at the Parish Reading Rooms.

    Unfortunately the government has suspended the legislation which has allowed parish councils to conduct meetings virtually and thus the parish council has had to revert to physical meetings in order to transact its business.

    The Parish Council looks forward to welcoming residents back, however we know that this carries the risk of transmission of COVID-19 and that, understandably, many people do not feel safe to return to ‘normality’ just yet. Unfortunately the reading rooms do not have the facilities to stream the meeting live, however the minutes will be put on the website as soon as possible after the meeting has taken place.

    If you do plan to attend we would ask that, due to the current circumstances, you notify the Parish Clerk in advance so that the numbers of people are recorded, and do not exceed the limit of the parish reading rooms, as we must ensure that social distancing is adhered to. Please also be aware that face coverings, in line with government guidance, will be mandatory within the parish reading rooms.

    Alternatively, if you would like to make a written representation, please feel free to contact the Clerk by 12pm on Monday 24th May, who will present your correspondence to the parish council during the meeting.

    I am emailing to let you know that the Norfolk Local Access Forum is seeking new members.

    The Norfolk Local Access Forum is comprised of up to 22 people covering a range of interests in countryside access in Norfolk, including walking; cycling; horse riding; landowners; conservation; other interests (including health, tourism, business, access for all, heritage, education). The Forum provides independent advice to a number of organisations including Norfolk County Council on improving access to the countryside in Norfolk.

    We are looking for enthusiastic and proactive people with a passion for the outdoors with good communication skills to fill 5 volunteer vacancies on the Forum. These new members will represent the following interests areas: young people (or those who can represent young people); all abilities access; land at the water’s edge (anglers, boaters, swimmers); BME; health and wellbeing.

  • A47 Postwick to Thickthorn: resurfacing

    Important roadworks information 

    Dear Sir/Madam

    UPDATE: A47 Postwick to Thickthorn: resurfacing

    I write to inform you that we’ll be carrying out essential resurfacing works between the above locations. During this work, we’ll also be renewing faded road markings and replacing damaged safety barriers, signage and road studs.

    We plan to complete these works over 4 months, from 4 May to 16 August, subject to weather conditions.

    Due to the extensive amount of work on this project, we have split the works into four phases. We have closely liaised with the local authority to agree the most suitable diversion routes for each phase as detailed below and the diagrams attached:

    Phase 1(a): A47 lane closures between Postwick and Thickthorn, in both directions, starting Tuesday 4 May to Sunday 23 May, including weekends.

    (3 weeks)

    • Whilst the road will remain open, there will be lane closures on the A47 between Postwick and Thickthorn. (Diagram 1)

    Phase 1(b): A47 overnight closures (8pm – 6am) between Postwick and Thickthorn, in both directions, starting Monday 24 May to Thursday 27 May.

    • Westbound traffic will be diverted onto the A1270 and join Holt Road/Cromer Road after Norwich International airport.  They will join Boundary Road (part of inner ring round anti clockwise) then joining the A11 at Mount Pleasant and re-join the A47 at Thickthorn. Eastbound traffic will follow the same diversion but in reverse. (Diagram 2)

    Please note that only one direction of traffic will be closed at any one time for the above phase.

    Phase 2(a): A47 overnight closures (8pm – 6am) between Thickthorn Interchange and Trowse eastbound only, starting Tuesday 1 June to Monday 7 June, including weekends. (6 nights)

    • Eastbound traffic wanting to leave the A47 at Thickthorn interchange and travel along the A11 to join the A146 to Trowse Newton and re-join the A47. (Diagram 3)

    Phase 2(b): a two-way Contraflow system will be in place between Trowse Newton and Thickthorn Interchange, while works will be undertaken throughout the day and night, including weekends, starting Monday 7 June to Tuesday 22 June. (2 weeks) (Diagram 4)

    Phase 2(c): A47 overnight closures (8pm – 6am) between Thickthorn Interchange and Trowse, eastbound only, starting Tuesday 22 June to Sunday 27 June, including the weekend. (6 nights)

    • Eastbound traffic wanting to leave the A47 at Thickthorn interchange and travel along the A11 to join the A146 to Trowse Newton and re-join the A47. (Diagram 5) 

    Please note that we will provide further updates of the scheme as it progresses. The remaining two phases will consist of contraflow between Ipswich Road and Thickthorn and overnight closures between Postwick and Trowse. This is expected to take place in July and August.

  • ** Annual Parish Meeting – POSTPONED **

    Please be aware that the Annual Parish Meeting of Keswick and Intwood has been postponed.

    Originally organised for Wednesday 12th May 2021, the meeting has had to be postponed due to the legislation that has allowed Councils to meeting virtually via online platforms coming to an end as of the 6th May.

    In order for the Council to ensure that the in-person meeting is conducted in a safe manner, mitigating the risk of transmission of COVID-19 for all attendees, the Council is looking in to holding the meeting later in May, once the necessary risk assessments have been conducted.

    An update will be posted here as soon as possible to inform parishioners of the meeting date, time and location.

  • A11 Surveys – Spooner Row to Thickthorn Interchange – 10th May 2021

    Click here to read a letter received regarding the upcoming surveys that will be undertaken on behalf of Highways England, along the A11 between Spooner Row and Thickthorn Interchange for approximately 2 weeks from Monday 10 May.

    The letter that has been sent to residents and businesses in the surrounding area, which details the surveys they are undertaking, the dates and timings and the relevant diversion routes.

    Alternative route is via: Church Road, Norwich Road, Ipswich Road, Mulbarton Road, Main Road, The Common, Rectory Lane, The Warren Lane (Mulbarton, Caistor. Edmund and Bixley, Swainsthorpe, Stoke Holy Cross, Swardeston, Keswick and Intwood)

    Due to the extensive amount of work on this project, we will split the works into a number phases which will include; lane closures, contraflow and night-time closures.

    We are closely liaising with the local authority to agree the most suitable diversion routes and construction programme. Once this has been finalised I will write to you again with more information.

  • South Norfolk Bin Calendars

    South Norfolk District Council has decided that hard copy bin calendars will no longer be provided to individual residents for a number of reasons.  In the main, collection dates have not changed so calendars are not needed, there is a cost both in terms of printing, and also resource in terms of delivery and there is a general move to more information being on line which also means that any changes can instantly be amended.

    To keep informed about waste collection dates, use the customer account functionality on the South Norfolk Council website.  Once a resident is registered or logs into their respective property, their next waste collection dates are displayed for rubbish, recycling and garden waste (if they subscribe) but they also have the option to print their individual bin calendar directly from the webpage. The utilisation of live data also provides a contingency if any of the waste services are affected by bad weather during the Winter period to update residents on any potential collections date changes.

    If anyone does not have access to the internet, they can call the Depot’s customer care team on 01508 533830 to confirm their collection dates or have a printed calendar sent to their property.

  • Outline Planning Application 2017/2794. Conditions 16 and 17 Traffic Management Low Road, Keswick.

    A Plan has been deposited with NCC (Highways) by Create Consulting on behalf of the Developer, Apex, to discharge Condition 16 of Planning Application 2017/2794 for the Low Road Traffic Management Scheme.
    The Plan is available to view on the Parish Website, Parish Facebook page and the Keswick Hall Facebook page.  It will also be displayed on the Parish Council notice boards.
    The Parish Council broadly supports the Plan.  There are points on which the Council still needs clarification; but if residents have any comments they can be emailed to: keswick.intwood@gmail.com  Email addresses will be retained for possible future contact about developments.

  • Reading Room Occupation.

    Parish Councillors have decided that the Reading Room must remain closed for a further period during the current Covid 19 restrictions.  The situation will be kept under review in  October during which time minor refurbishment activities will be finished.  In the meantime, the building is being kept in readiness to allow reopening as soon as circumstances permit.
